According to Ben Jacobs, (h/t Express), the Blues have reached a verbal agreement with Lukaku to sell him during the summer window. Lukaku was bought for PS97.5 million in 2021 under Thomas Tuchel; everything appeared to be going well until his signing backfired.
Lukaku held an interview where he criticised the Tuchel system, and this led to the relationship between the manager and the player turning sour as Cheslea looked to sell the striker next summer. The club sent him on loan to Inter Milan in 2022, where he failed to impress and returned to Chelsea.

Lukaku enjoyed a prolific campaign, with the Serie A club netting 21 goals across all competitions.
It's unlikely that the Blues want to bring the striker back after what he did, as they will instead look to generate profit from his exit after slapping a PS38 million price tag on him.
Chelsea sees Lukaku as a liability to the team but an asset in generating revenue because they are aware he can help the club financially, and the profit will help the club spend during the summer window as they want to bring in a new centre-forward in the summer.
Chelsea will look to sell Romelu Lukaku and use the money to spend in the summer window. They have faced problems getting rid of him forever as no club came close to agreeing to his price tag. But this performance this season may convince the sides to spend that much money on him. However, Chelsea have only been able to send him on loan as clubs have struggled to meet his asking price.
