Peter Bankes will be the referee for the match at Craven Cottage assisted by Eddie Smart and Nick Greenhalgh with Leigh Doughty as fourth official.
It will be Bankes' first match of the new season in the Premier League having only refereed matches in the EFL Cup and Championship so far this campaign.
Even Newcastle legend Alan Shearer said on Match of the Day 2: "I thought it should have been a red card.
I thought it should have been two yellow cards.
"On another day, I think the correct decision would have been a yellow card or a red card so Newcastle got away with one there.
"Rob Jones will be on VAR duty for the match, assisted by Mark Scholes.
Jones recently refereed Newcastle's 2-1 win over Tottenham Hotspur at St James' Park last month.
Newcastle head into the match at Fulham knowing that a win would temporarily take them top of the Premier League after five matches with Manchester City and Arsenal facing each other on Sunday.
The Magpies have picked up 10 points out of a possible 12 so far this season in what has been their best start to a Premier League campaign since 1995.
