‘Shouting, foul language and an uncomfortable atmosphere’: Nuisance complaints see bar’s licence up for review

A bar on Ipswich waterfront is set to have its licence reviewed over residents' fears it is causing a public nuisance.

Sarah Orr said that punters at A Listers At Aurora, in Helena Road, are being 'loud, unsupervised and, at times, unruly'.

She said noise levels during the long summer months, weekends and bank holidays, have become unbearable as she submitted a premises licence review to Ipswich Borough Council.

In a report submitted to the council, Ms Orr said: "In times of warm weather, it is impossible to have windows and balcony doors open for ventilation as noise levels are too high.

"In fact, you are unable to enjoy your own outside space because of the disturbance and on many occasions unable to hear your TV or listen to your own music. Due to the age and type of clients drawn to this venue because of the 'music scene' there is often overspill into the outside space with shouting, foul language and an uncomfortable atmosphere."

One of Ms Orr's concerns was that security never seemed to be present on site.

Having lived in the area for 10 years, she felt there had been a 'noticeable deterioration' of the clientele and felt the terms of its licensing agreement were not being adhered to.

Ms Orr's sentiments were echoed by Alan Mison, who said he was constantly kept awake by music and arguments.

He also highlighted three recent incidents at the premises where police attended, including one where someone was airlifted to hospital.

Mr Mison also said audio equipment was set up outside and played loudly.

He added: "We have many young families and this disrespectful behaviour is not acceptable."

Suffolk Police said the licence is held by Callum Hewitt, who has rented the property out to Andrew Lister since 2023.

Sharon Betts-Palmer, a licensing officer from Suffolk Police, said officers had been called to Aurora five times since Mr Lister took over.

The first, on October 7, 2023, saw a male shout at and threaten women before cutting another man's arms and injuring his face before pulling out a pocketknife.

In the second incident, on June 22, a man pushed a member of staff before acting aggressively to the manager.

A few weeks later, on July 14, a Spanish football supporter was attacked by an English football supporter. When officers arrived to find no door staff on duty.

On August 18, two men began fighting after one walked by a glass which had been smashed. Officers at the scene noted there were few customers at the premises but many glasses and bottles had not been collected.

Later that same evening, after an Ipswich Town game, two men began fighting inside the premises, which spilled outside. One male was glassed in the face causing serious injuries.

The final incident, Ms Betts-Palmer said, was on September 21, which saw about 15 fighting outside the premises. One person, with injuries was arrested and taken to hospital.

The constabulary is set to propose that new conditions be added to Aurora's licence, including a mandate that at least two door staff be present on weekends and bank holidays, Ipswich Town games, and that records of door workers be kept for 12 months.

In addition, when requested, the Aurora should use disposable drinking cups. The bar would also have to ensure only biodegradable or compostable cups would be used in the outside areas from 8pm each day.

Ipswich's licensing committee is set to review the plans next week.
