The footage prompted a furious response from the Gibraltar Football Association, which lodged a formal complaint to Uefa, and triggered an investigation which opened last week.

Charges have now been issued against Rodri and Morata for "general principles of conduct", "violating the basic rules of decent conduct", "using sporting events for manifestations of a non-sporting nature" and "bringing the sport of football, and Uefa in particular, into disrepute".

The Gibraltar FA had previously called for action to be taken over "the extremely provocative and insulting nature of the celebrations".

Fabian Picardo, Gibraltar's chief minister, added in a statement: "Mixing a sporting victory and the chant that glorifies the dictatorial politics of a mass murderer like Franco and his fascist regime's attempt to usurp a neighbouring territory, that is also a Uefa nation, is worse than disgusting. It sullies the sport of football and the win on the pitch."

Picardo also wrote on social media that he "fully" supported the FA's complaint, posting: "This cannot stand unchallenged. The Rock is OURS."

HM Government of Gibraltar said it was "disappointed" by the remarks which were "hugely offensive to Gibraltarians".

"The lamentable use of the platform of celebrations around winning the Eurocup for advancing the idea of usurping the territory of Gibraltar is contrary to the principle that sport should not be used to advance any politically controversial ideology," a statement said.

Despite being a British Overseas Territory, Gibraltar has long been reclaimed by some in Spain who dispute the terms of the 1713 Treaty of Utrecht, in which the country ceded the territory to Britain.

The furore erupted with Britain and Spain trying to reach a post-Brexit deal over Gibraltar after months of stalled talks.

Rodri was among the Spain team who took turns to chant or dance to the delight of the crowd in what otherwise had been a good-natured celebration of Spain's 2-1 victory over England in Berlin.
